Yes this is true about non-professional wait staff. They are not professional. When I go out to an expensive place I want the waiter to know what sweetbreads, coquille St Jacques and tornedos Rossini are all about and know the difference between Chateauneuf and Chateaugai.
I have no idea why a world class city like Toronto doesn't have a waiter school like they do in Montreal. This is a career and nothing less. Sadly, not only is the food better in Montreal and Vancouver but alas, so is the service.
